Education:
He graduated from the Faculty of Law and acquired a master's degree.

Professional Experience:
His first employment was in the civil engineering company "Titograd". After that he got employed in the municipal authorities of the Capital and headed the Social Fund for Building Land, Business Premises and Roads – Podgorica.

In the period between 2003 and 2006, he was the Minister of Environmental Protection and Urban Planning.

Following the referendum and restoration of statehood in 2006, he was elected the first Minister of Defense in the independent Montenegro. He performed the duty until March 2012. During his mandate, he was strongly devoted to establishing the new Ministry of Defense and the Army of Montenegro, in accordance with standards of a Collective Security System –NATO as a priority national strategic goal.


He is a member of the Council for Membership in NATO, the National Committee for Implementation of the Strategy for Prevention and Thwarting Terrorism, Money Laundering and Financing Terrorism, Coordinative Team for Emergency, the Council for The Rule of Law, the National Security Council and the Bureau for Operational Coordination of the Work of Security Services.


He was appointed the director of the National Security Agency of Montenegro on 1 March 2012.

He was a councilman in the Municipal Assembly of Podgorica and an MP in the Parliament of Montenegro, as well as the Chairman of the Mandate and Immunity Committee, a member of the Appointment and Nomination Committee, a member of the Constitutional Affairs Committee and a member of the Legislative Committee of the Parliament of Montenegro.

In the previous period, he held a number of important offices in sports: he was the Chairman of the Rifle Association of Yugoslavia, Vice-Chairman of the Yugoslav Olympic Committee and Head of the Yugoslav Sports Delegation at the 1997 Mediterranean Games in Italy.

He was the first Chairman of the Montenegrin Olympic Committee.
